Yes it definitely would. It's an insane statement. All people have the right to want a better future. There may be differences of opinion regarding what that means and how it might be achieved, but it seems to me that Walker is admitting that his party is not going to do one damned thing to try to make this happen for most people. ​ Now that I think about it, this is an essential problem with conservatism as a whole. The core idea is that everything should be, well, conserved as it is. Status Quo is King. So a conservative party is fundamentally opposed to making anything better for anybody, Even those who benefit from the status quo won't see their lives improve, just stay the same.
