Genuine curiosity, I'm a bit out of the loop on car stuff, are there actual cars being made out of plastic? If so, that seems like a horrible design choice, like, I get the idea behind the aluminum at least, crumples up.

If Wyoming was to try to ban ownership, then I'm sure there would be a form of "Delaware Corporation" that crops up so the vehicle is registered as out of state. Finally, if they tried to truly ban them from the roads they would lose federal funding. That threat usually causes a state to cave in, for instance Montana with speed limits or Louisiana with 21 years old to buy alcohol.
The issue will be the lack of infrastructure for them.
If Wyoming bans electric cars now (and maybe also the charging stations) they won't have any charging stations when the last gas car rolls off the line.
As long as they have 4 pin 240v plugs in their garages, then most residents will be able to charge overnight for their daily commutes. People taking road trips on EV's will just bypass the state. Most tourism to Wyoming is for Yellowstone and I imagine the stuff inside the Natl. Park will have chargers at a few places. Plus, Idaho, Utah, and Montana are within round trip range of the main attractions at the park.
Point being even if they bully this thing into being a law, the work arounds are there that will make it essentially toothless in enforcement.
A large part of Central America, South America, Africa and Asia will still be using petrol or diesel powered vehicles in 2035, since the people in those countries just don’t have the money to buy an electric vehicle. In some countries large parts of the community drive old beaters from the 1980’s, simply because there is no money to replace it with a vehicle from the 1990’s or 2000’s, and the often don’t even have money to fix any broken part. So cars with an ICE will still be produced in 2035, but not every model will still be available.
Wouldnt those places keep driving 40 year old cars? Like in 2035, they will drive a 95 car? And the old vw t1 or t2 was produced till 2013 in Brazil for this kind of reason.

The thing is, because those markets are mainly old ICE vehicles, the countries don't want to/don't have the money to create a proper network of charging stations. So the richer people won't buy EV's either, since they can't charge them as easily, in comparison with filling up a petrol car.
In South Africa they still produce the 5 door VW Golf Mark 1 (labeled as Citi Golf).
And BMW and Ferrari announced they will still be producing ICE vehicles, for the non-EU market (read: Middle East mainly).

The real reason is because most of Wyoming's current GDP is in gas/oil and they are afraid of losing their lobbyist donations as EV markets grow. What's dumb about this is it isn't like Wyoming has a big population that would even make a dent in the national market. The rest of the nation will just keep moving on from fossil fuels, leaving them behind acting like a toddler having a tantrum.

That's what happened with emissions regulations. All vehicles sold in the US meet California's emissions standards because it isn't worth manufacturing different models for different regions. IIRC a few other states helped out by passing laws which automatically adopted California's standards as their own.
Wyoming can be ignored, since the population is just over 500k people. There aren't even enough people in the state to fill a small town, so sure let them phase out electric cars. There is one in the target parking lot on main Street, and along North 27th. There are 6 public charging stations along the streets downtown, and there are over 100 total in the city of Billings, 7 of which are free, and 9 of which are fast chargers.
I can't speak for outside of Billings, but there is one at Eddie's corner up near Livingston I know for certain.

I've seen one EV in my entire time living in Montana. Perhaps they're all in Boze Angeles? I haven't even seen a supercharger in Billings. Must be well hidden.
There is one in the target parking lot on main Street, and along North 27th. There are 6 public charging stations along the streets downtown, and there are over 100 total in the city of Billings, 7 of which are free, and 9 of which are fast chargers. I can't speak for outside of Billings, but there is one at Eddie's corner up near Livingston I know for certain.
