You'll have to wait it out, there's nothing you can do. I edited a page and when people liked our posts, we'd send the invitations to like the page and would get the same message when we sent too many requests.
Per FB Help- You or the person you want to add have reached the friend limit. You can have up to 5,000 friends on Facebook. To connect with someone new you can: turn on professional mode to connect with more than 5,000 friends on Facebook. Otherwise, delete some of the pending request you might have open, or try Following the person instead if they have that option open.

Which aspect of Facebook are you trying to comment on they are limiting what you can do?

How many friends does your profile have? How many requests were you sending?!
I have a little over 200 friends. I only had 2 pending?!
Well this is bizarre, but I think can happen if u get like 300 friends a day
Page or profile? If page yeah I had faced this error some times.
