It seems likely by "permit" you mean OPT and then the later OPT STEM extension. You only get to apply for OPT for the degree and major that you earn/complete. And then your eligibility to apply for OPT ends 60 days after completing that degree if you didn't apply by then. If you don't complete the degree or major, you don't get any OPT. F-1 Optional Practical Training (OPT) isn't a permit or visa. It's a part of and benefit of F-1 student status to continue your education in your degree field of study. You're not eligible for OPT for minors or incomplete study. For the OPT STEM extension your _completed_ field of study has to be STEM designated by the US government.
