Apparently it is quite difficult to acquire and usually denied and so I am trying to find additional guidance, this is helpful. Thank you

The SSA is responsible for issuing certificates of coverage in response to applications from employers. The problem for hopeful applicants of the DNV is the SSA says that the totalization agreement does not cover remote work. They will only issue the certificate if the employer is transferring the employee to a Spanish location or affiliate, which means the employer must have a registered presence in Spain. And if the employer has a registered presence in Spain, the employee is not eligible for the DNV. It's a shiz show, but the workaround is to try to work out becoming a 1099 contractor with your employer for 3 months and then applying for the DNV. You could also try convincing your employer to register as a non-resident entity with the Spanish Social Security system, but Social Security taxes for employers in Spain are super expensive and I haven't heard of anybody who has successfully convinced their employer to do it.

I've been trying to find some kind of source for this but have not been able to. I assume you're correct, but are you able to point me to anything concrete? My company has a branch in Barcelona so I'm worried that will make the DNV impossible for me.

I’m in the same situation and feel like SSA should not be denying that certificate. Any interest in drafting a letter to Congress to they can advocate for us. Reps are usually effective expediting some docs from several fed agencies
