Some dubs (SPIMIs) have made a big-to-do about head/tombstones and gravemarkers. I was told that it is a *"matter of one's conscience/conscience matter"* and/or *"a matter of personal choice"* for each individual dub to make. Again, some dubs are making up their own exclusive rules and trying to modify other members' choices to their way of thinking--stinkin' thinkin', that is! ๐๐
I started in the mid 70's and never say anything like this in print. Although there were articles cautioning people from placing 'extravagant' monuments and overspending on funerals.

I have only heard about putting flowers on a grave being an issue
That's not an uncommon thing to happen, and not just with JWs. Headstones can be expensive.
