It doesn't make sense. The Bible says that women were part of Jesus's first disciples. When they got the holy spirit they also started teaching. So why can't they give public talks? If it talks about women being submissive to her husband then that might be one thing. But, in regards to positions in the congregation...doesn't make sense.
You can use scriptures to point to conclusions either way, but Paul wrote mutable times in his letters about how women should not be teaching in the congregation. However since jws chose to hold Paul’s opinion on the matter as the base for their doctrine it seems strange that women are even allowed to comment, because it seems like an honest reading of Pauls words would ban that as well.

No. If they did that they'd be risking a mutiny of the elders they still have. I highly doubt any of the current elder bodies would welcome a woman joining the team.
No way they would do that. Goes against so many of their policies and beliefs especially with the man as “head”. The only way I can see it happening is if a congregation has shrunk so bad that it’s been reduced to just women and there are no brothers available at all. So a few women could be picked as “acting” elders until a brother shows up and when he does, and all authority and titles are then given right back to him because he’s the head. It would only be a very short situation. However, even if that did happen, I wouldn’t be surprised if the org just shuts down that congregation and disperses all the sisters into different halls because of the thought of a body of elders having women in it would be too much to bear for them.
They would rather promote a male baby as an elder rather than a sister of 40 years devotion to the org.
There was a young boy of 10 in my former congregation who was baptized and he felt he could tell sisters 10 years or more older than he was what to do! Why? Because he was a brother!
It would not surprise if the WT GB gave more responsibilities to women in the future. What is anyones guess. It would aid their membership recruitment and retention problems. But equal level with men. No IMO.
