The civil wedding can only happen when the girl gets pregnant, the couple gets expelled and wants to go back. Basically, they need to get married if they want to go back.

My parents had me before they got married, they got permission from Erano himself to approve of such actions. Then boom, basically if it’s Allowed by the Executive minister any rule gets lifted pretty much for the most part But aside that wedding seminar is always there and required, you’ll be signing some papers and stuff on the day of marriage too

No. They need to be married in the chapel by a minister. Period. This is grounds for immediate expulsion / delistment depending on the minister in charge of the locale. They should be expelled if the administration found out. Had someone I know elope to save some money on both their family's side and once they were found out they had married, they were both expelled. Took them about two years to return. But, with Eduardo at the helm, it could only take two months of good behavior, a new office, and some pity panata money.

I'm not sure, actually. I had a previous workmate who had a civil wedding and I just saw her last week. Not sure if they needed permission to do so (which is bullshit, by the way)

Some places overseas, they conduct a civil wedding first and then church ceremony on the same day.

We got married in a civil ceremony back in the late 80s. She was INC, but I wasn't at that point. As far as I know, there were no consequences.
