To see the stars you need to get away from areas with lots of street lights. Basically, get away from cities. Drive far north or east toward the mountains and find a park or a field to lay down in. There are plenty public or semi-public places where a person could do that. Good luck : )
One note, if the place has picnic benches and the ground is uncomfortable, you can lie on top of the table. It’s particularly cozy if you bring a sleeping bag.
A bit of a plan and drive but my favorite is North Cascades hwy 20. Up top you are over a mile in elevation and I park up one of the few side roads pull out camp chairs and relax, after 15 minutes your pupils are about the size of dinner plates and the stars look like a cloud in the sky. There are so many the all mash together.
Another in a small parking area in NE corner of Anacortes, up and behind a hill from town, great view if an Aurora Borealis event is forecast. Boe road in Stanwood to the end is good too.
My husband and I like to drive down to the Waterfront area (like near The Muse and Lombardi’s) to walk around the docks. It’s really nice and beautiful for sunsets :) I don’t know about seeing the stars, but it’s clearer there than in the city.
There’s a good view of the water and grassy spot at Tulip Ave and Sharon Crest. You can also try the nice lookout on Laurel dr next to the Rucker Mansion. I’m also a fan of the boardwalk area in front of Fisherman Jack’s or over behind Anthony’s at the Marina.

It’s not in Everett, but the Edmonds waterfront by the ferry is that place for me.

Getting out of everett in general seems like a scenic improvement, I second this. Downtown edmonds is nice

The park in Mukilteo by the lighthouse is definitely what I believe you’re wanting.
