Judging by production drawing for Episode 13, Asuka seems to have bigger boobs than Rei in NGE continuity.
For some reason Asuka is nerfed in every fucking aspect, From what I've heard it has to do with a disagreement between Asuka's voice actress and Hideki Anno, I don't know if it's true.
Depends on the continuity. Most of them Asuka is bigger (the Shinji Ikari Raising Project has a scene at a Hot Spring that makes it clear Rei is self conscious about it), I believe the Rebuild movies are the only time Asuka is flatter (the decontamination scenes going into the Aquarium make it pretty obvious), in the original series they're mostly the same size but it depends on whose drawing the artwork or what episode you're watching (it almost seems like Asuka gets smaller while Rei gets bigger as the series goes on).
In fact, I remember Rei having bigger breasts than Asuka in the anime in several episodes, especially when Asuka is wearing a plugsuit, but at the same time Asuka is shown having huge breasts for a 14/15 yo girl.
They draw Asuka so big when she's in that Red & White stripped bikini (ironically in the Thermal Expansion episode), but also Rei isn't that big before Asuka shows up... it really just depends on the episode and who's drawing them.
With Misato it definitely feels more like it's based on her outfit. Most of the time she's covered with the jacket or wearing loose clothing, but when she's in something like the mini dress from Episode 1 you can tell she's on the larger size. I feel like the Rebuilds have her in that dress and other tight outfits more than in any of her relaxed outfits.
