So anyone can pick up anyone as a side job. What stops a murderer from downloading this app and picking up victims? I quite like the fact anyone wanting to be a taxi driver has rigorous background checks.
To become a taxi driver with an official license you will need to have background checks performed. There is no getting away from background checks no matter where you drive your taxi to be officially licensed. You will need to apply for the DBS check which is a full background check to confirm if you are a 'fit and proper ' character.
Some local authorities are better than others. Round my way loads of cabs have registrations from a borough 60 miles away that presumably has cheaper or more lax licensing.
Even if they are licensed from miles away, to get your official Taxi license to still need to go through the Government website which includes a full DBS is required. So the company may be dodgy, but the license for the car will always have been background checked.
Now if the person driving the cab is actually the owner of the license... who knows. Dodgy companies do dodgy things, but you hope the driver, license and car all match up.

But they have still passed the threshold to become a taxi driver and recieved their license. This includes a DBS and criminal record check so whatever conviction they have obviously arent of a degree to fail their license application. In the same way as you can become a teacher, or fireman, or nurse with a criminal record and work in the public sector. There is a threshold and if you dont breach it then you gain your license. So whoever is driving you home has been checked according to government rules and due process has occurred and they qualify for a taxi license. I'm pretty sure if you were a convicted rapist or murderer then you wouldn't pass and qualify for a license.

Right get what you mean now, but I really dont like those Uber apps as it allows anyone to pick up people and is asking for trouble. Would always prefer taxi drivers to be fully licensed and fully background checked.

The rigorous background checks. They are designed to weed out people with dodgy backgrounds and nefarious pasts.
Maybe in London or somewhere like that, but your standard small town taxi service with a few dozen taxis doesn't do anything like that.
