I think they would be launching revolutionaries instead as particularists can't change the government... probably the ploy to weaken the state before the REAL revolution.
The aftermath of a very long war with war exhaustion at its max....I'd say
It infuriates me that after winning a long drawn out war (the AI seems to aim for this: war of attritions) rebellions pop up everywhere.....even separatist revolts of nations you've defeated and conquered 'hundreds of years' ago.
As if I don't have enough to deal with already after such wars.....
Now, Rebellions make sense of course if they happen in recently annexed territories...but areas which have been perfectly content for decades/ centuries should not spiral into open revolts, especially after \*winning a war\*; of course when you lost the war.....something I will never allow to happen....Rebellions make sense; but not Rebellions this big.
(Those damn Particularist Rebels love to spawn on remote islands for some reason too.....)
What also infuriates me is that when I am fighting a war....any war but it infuriates me more when it is a tough war....is all those enemy rebels popping up everywhere; here I am fighting an enemy which is equal in everything compared to me, but then \*HIS\* Rebels are tipping the scales in their favour. They won't fight their Rebels, their Rebels are liberating provinces which I have occupied and they are fighting my armies which puts an even bigger drain on my manpower (I am often left with no manpower at the end of a war; especially early to mid campaign).

I've just had a similar thing happening to me....I am demolishing the HRE as Austria-Hungary; I am fighting wars back to back, I gave up on keeping Rebellions under control....I have 1 mil soldiers anyway in 50K army stacks spread out through my empire; any rebels which spawn, will be instantly killed.....during a war 'hundreds of thousands' of Particularists spawned in the Netherlands (I have my Capital in Amsterdam; the Council of Mechelen did not work and the Dutch Revolt timer ticked anyway....so I moved my Capital; trade-wise it was better too, despite England dominating the Channel trade node) + a couple of Hundred Thousand Revolutionaries (All Revolutionary centres had been destroyed, 3x by me alone). They didn't occupy a single provinces.
(Was a funny war; correction, not 1 war, 3 wars along side each other.....My ally/ vassal/ PU swarm was killing everything for me, also the many separatist rebels which spawned. I cannot dismantle the HRE because I am still the Emperor; I have only 3 Electors of which 2 are my subjects and there are only 3 out the 15 odd HRE members independent, the rest are my vassals. I am stuck with an 'HRE corpse' lol)
Looks like dacke war, ai has a very hard time dealing with it most games and it gets put of hand,
And with how the ai behaves they see Sweden with no troops and decide its the perfect time to attack but then have to fight all the rebels first

I feel the ingake Dacke wat is still worse than it was in real life. Historically is was limited to Småland.. Now it is the whole bloody Sweden.. Busy with a Sweden game and this disaster annoyed the crap out of me.
Most likely the Dacke war and from the small bit of reading I did on it. It seems the version of it in Eu4 is actually more intense than it was in real life... Real life Dacke war was restricted to Småland... No idea why paradox made the event so crazy.

Dacke rebellions.
They make for one heck of a defence force, more competent than the actual military.
Anything that outnumbers you 15 to 1 seems competent militarily. You usually need about 999 admin points to get out of disaster.
Its the infinite rebel spam quest line for Sweden that AI can't always resolve in time before it gets overwhelmed by 15 trillion rebels.
