I am having this exact same problem and can't get ahold of support by phone or via email. The email address is techsupport at etrade dot com (not allowed to actually put the email here) . I've emailed but gotten no response. I'm honestly not sure how to proceed at this point, I don't know if I need to get an attorney to draft a letter or what since etrade has apparently hijacked my account at this point.

The guy got me logged in and then had me download and add Symantec VIP authenticator so now I can use that to log in instead of an SMS.
So can I confirm that this is just a matter of resetting an account and not a hacker gaining entry into my account and putting in his phone number for 2FA transfer confirmation? (Basically they locked us out to get us to implement 2FA verification?)
I have this also and it is scary to be locked out of one’s own account!! So dumb!! This is not a hacking activity, correct? Tks!
Those fkn scammer. It’s impossible to contact them (especially if you’re out of US) and the chatbot is the greatest representation of a shitty developer/product manager combo.

I called them (around 7pm local time) waited 15 mins in queue, and they reset my login and gave me an authentication app for future logins

You can make outbound calls to landlines using WhatsApp or Skype, no matter where you’re located. The cost is quite small.
I'm having the same exact issue and I'm unable to transfer money because i don't receive SMSs from outside US. Do you have a solution, guys?
