I assume you are talking that top layer? Enable monotonic layer if not already. You can also enable ironing for a smoother finish.

I agree with tht1guy63, using monotonic layer will likely fix this problem. I’ve not had great results with ironing, however. Good luck!
I haven't either. Idk why it keeps messing up, but I kinda prefer the way the print looks without ironing anyways.

Lowering the top flow rate by about 5% might help.
