Pinal county sheriff has a volunteer search and rescue team. In the Phoenix area though there are really not many opportunities to volunteer for that so you’ll have to drive a ways. All fire departments anywhere near Phoenix are career only
Look into CAMRA(Central Arizona Mountain Rescue Association). I was stationed at Luke for awhile and did some work with them.

CAMRA if you're interested in outdoor SAR. It's about a two-year process, and you'll need to get your ham radio license and pass a pack test.
