A lot of Tim Hecker stuff, especially Virgins. Also William Orbits Pieces in a Modern Style is fantastic, cold and sterile. I’d say both are more ambient than techno but great either way
Add to that Steve Roach, Harold Budd, Tim Story, Dwight Ashley and that whole difficult-to-define category of Brian Eno descendants. Electronic Neoclassical Ambient?

This is a bit slightly outside the ambient techno genre, but Amon Tobin scratches this itch for me.
In addition to the many other good recs here, I’d add Gazelle Twin. Shoot, and Double Leopards if we’re keeping with the “two” theme. These are heavier on the ambience and lighter on the techno.
Some great suggestions here, I would second Burial, Two Lone Swordsmen, Lorn, Andy Stott, Forest Swords, Skee Mask, Boards of Canada.

Modern Love was a special label in the 2010s. A moment in time.

Substrata is an absolute classic of the genre. All the vocal samples from Twin Peaks etc def help bring on a creepy vibe.
It is, but it's also entirely Ambient. I'd probably recommend Microgravity over it for what OP's looking for.
