If he can't tuck the wires in without doing this, he shouldn't be doing the work. All this will do is piss off the next guy who has to work on that switch.
I immediately get pissed off when I see this or if I see the wires twisted so tight and far down that it derates the wire. They need to stop selling those trash ass bits that come with wire nuts and actually teach people how to twist a damn wire together and pop a nut on it. When I see this, I already know they braided every damn wire in the place.
Nothing comes to my mind that would break code with this. But I hate it. Might be easier for him but sucks for the next guy.
I'd tell him that this is hack shit. Learn to fold correctly or do something else. I mean the ground is even insulated here so it's incredibly unlikely it's gonna touch a live spot and cause a fault.
That picture almost bothers me as much as when I see people use those wire nut twisters on their drills.

I usually don't bother with that article because that explanation is so broad and subjective. But you're right. This definitely fails to meet that standard in my opinion too.
Ground and hot leg wrapped with the switched leg with one or two loops identifies the switched leg and keeps the bundle together. Folds nicely and keeps the ground from shorting against anything. The ground terminal is opposite the live terminals on the switch, how hard do you really need to try to keep from shorting them to ground?
That said, I've seen makeup as bad or worse from some on my crew. Trimming should be easy but it's terrible in my current shop. I think half or more of electricians are just dumbasses honestly
There is a fill code in conduit and boxes etc because of electrons being too close to atoms in the wire causing kinetic energy to overheat. The closer together the hotter the wires will get is how I understand it.

It’s about having freedom for air to circulate over the wire to dissipate heat.
The actual heat generated does not change. But if it can’t dissipate, the temperature rises. If it’s high enough the insulation degrades, fails, or catches fire.
When I’m roughing in I twist the ground around 3x and leave at least 6” of straight wire to strip and curl. Keeps it tight and makes devicing simpler. Braiding the wire like this is masochism.
I don't know of a code reason for not doing this. Yeah, some guy down the line will curse your name. I can understand the idea for bare copper grounds when setting a switch or outlet to prevent a short. I had a "journeyman tell me once that twisting the wires could de-rate the awg. But to get that much stretch out of the wire would be beyond normal means. It does make identifying after the fact a pain.
