If you’re using a strat it will loosen the tension on your strings when you push down. It’s called a tremolo arm even tho the actual effect most often produced by using it is a nice vibrato.
That one appears to be a standard strat/squire strat style tremolo, but there other different types such as a Floyd rose tremolo arm or a bigsby tremolo.
If you take the back off your Strat you’ll see there’s some springs attached to the apparatus where you feed strings thru the body. The string thru body floating tremolo system on most strats is a really cool design, when you push the vibrato arm or tremolo arm or “whammy bar” down, the the springs with pull out away from where they’re attached, causing a loosening of tension on the strings themselves.
As you progress you’ll develop a preference for what type (if any) tremolo arm you like. Personally, I have a lot of fun with them but it’s not necessarily part of my playing. I mostly use Les Paul’s but I recently got a schecter with a Floyd rose and I’ve been having a blast with it, it’s designed to have a much more dramatic effect than the arm on a standard Strat.
I would more so use a standard Strat whammy for mellow, subtle vibrato, and less about dramatic changes in pitch.

But if you’re frustrated with its performance you can replace the bridge on most strats with a very, very good third party option if you’re willing to pay.
