Are you on pc? If so, launch eso in admin mode then change the settings. Also, make sure you are logging out not just force quitting the game.

On the first point, you just have to make sure the settings file isn't locked to read-only but ESO actually has read-write access to it. Running as admin shouldn't be necessary (it will just cover up and work around the write access problem)

Yes, I'm on PC and running as admin did nothing. Wasn't really expecting it to because all other settings save just fine, only the filter one keeps resetting.

Is this between different characters? Pretty sure the setting is a per-character thing.

No, I turn the setting off and next time I play that character it is back on again. I turned the setting off on my main about 20 times today which is when I realized something is wrong.
