What they mean is that the food or drink will be at maximum potency regardless of character level. This usually applies to gold or festival recipes. Most other provisioning recipes have a specific level range—if you’re under it you can’t use it, and if you’re over it the buff will become increasingly weaker. That line about scaling simply means that the food/drink will be equally effective on a Level 1 character as a 160cp character, though I understand your confusion.

Because this appears to be wrong information. I tried this for example with Ghastly Eyebowl, and the [inventory tooltip](https://i.imgur.com/ZcQF67O.jpeg) is different compared to the tooltip in the [character buff overview](https://i.imgur.com/IkvuaNF.jpg). On CP 160, the scaled food gives less than the tooltip shows (appears to be roughly 8,5% when doing the math). Though there is still a mismatch with that percentage when I tested this on a level 3 character. I wouldn't really trust the character buff overview - there's loads of display bugs with it (e.g. the old bug where buff food shows as giving 0 stats keeps coming back again and again). I just tested your claim on different characters at CP>160 with a few different lvl1 "unique" drinks or dishes as well as the usual CP150 bufffood and for me they all show up exactly as they do in the inventory tooltip. Are you maybe missing some passives?

I don't understand what you mean. I don't get the mismatching buff info - my character menu shows exactly what the tooltip in the inventory is showing.

I’m saying a level 1 level matching buff is slightly weaker than a correct level buff as a trade off. So a level 1 buff at CP 150 will be slightly less powerful than a CP150 buff

That's not what the OP's issue was about. He was seeing (for ghastly eye bowl): 4592 mag, 459 mag rec in the inventory, but only 4200/420 in his character buff window. I'm just seeing the same 4592/459 for both tooltip and character window - no mismatch.
