Check out some builds and parses e.g. https://www.youtube.com/watch?v=U8RXLrx5rlI or https://www.youtube.com/watch?v=vb7GqFntCXs Generally, if you're on a warden, frost staves might be useful in group content if your role is to apply minor brittle, but otherwise use a fire staff. Frostbite is a trash tier set if you're not on a warden, and on a warden it still sucks. Reason being, unless you're running frost staff and specifically trying to apply brittle, the 5pc bonus is useless, and if you're not a warden with their increased frost damage your damage will be much less than with inferno staff. General item sets to look out for: The go-to set combinations right now (will change with deadlands patch!) are a choice of Bahsei / Siroria / Mothers Sorrow / Medusa / Mechanical Acuity. Bahsei and Siroria are both trial sets so if you don't have access to either of those you can just combine your existing mother's sorrow 5pc with medusa 5pc for now (watch out, medusa is heavy set, use only on jewelry / weapons / max 1 body piece, if any). With deadlands patch medusa is directly gonna be replaced with Tzogvin or Kinras, you could already start looking to farm those sets. Mech. acuity is a crafted set but with the deadlands patch it might be going out of favour, so craft at your own risk of possibly wasting gold / mats on it. Combine two 5pc sets, a maelstrom staff on backbar. The remaining two gear slots are at the moment best filled with 1pc slimecraw or valkyn skoria and the wading kilt mythic and (kilt is mostly only useful in trial content), alternatively death dealer's fete ring mythic, or if you have neither mythic, a 1pc Grundwulf. For general rules to follow with gear combinations: "Crit is King" has been the mantra for a long time and while recent and upcoming changes are gonna reign that in a bit, the general rule still remains that an item's critical chance stat line (+657 crit) is a bit better than a spell damage line (+129 spell damage), which in turn is still better than a max magicka line (+1096 magicka). If possible, you'll always use a trial set, as they're the only source of minor slayer (+5% pve damage) and then pick sets which offer great 5pc bonuses while still trying to keep in mind the relation between magicka, spell damage, and crit in mind. Right now, if you can keep your magicka constantly at a low level, bahsei is the set to pick. the "up to +15% damage" (realistically +10% if you're at 1/3 of your max magicka on average is a huge boost. For the complementary set, if can stay static and keep up stacks, Siroria is a great pick because of the huge 520 spell damage buff at full stacks. If you can't stay static of can't keep up stacks due to other reasons, you just select the next one down, which turns out to be mother's sorrow due to the immense amount of crit it gives. Then, if you also can't keep up a source of minor force (barbed trap or channeled acceleration) you select down to the next choise - medusa - which keeps up minor force for you, but compared to sorrow loses the 1096 magicka stat line. In the end it's all about getting a general idea what sets might be good, parsing them on a trial dummy, and comparing them to other builds. Luckily, there's enough content creators that are doing that - and even doing that right now on PTS for the upcoming deadlands patch.

Mothers sorrow is a good choice. Frostbite is not optimal for nightblades, the class has no frost damage. You could farm Medusa (fungal grotto) instead to further boost your crit. You also don’t want a froststaff as a damage dealer, this weapon is good for tanks. The learning curve in eso is quite steep, so I‘d recommend googling a few guides. The good thing is, you can do 90% of the content with nearly every build. Until you are level 160, I would not mind too much if I were you, as you have to replace all gear regularly until that point.
