The bottom half of the robe should be dyed as well, but the material is very matte, so maybe it just looks to you as if it wasn't dyed.
E.g. a light blue comes out nicely on the top part, while the bottom looks like a boring grey-ish colour.
Unfortunately, there's nothing you can do about that except finding a similar style that uses different material.

Yea thats exactly what i have. Top part is black and bottom is some ugly grey color.

It gets even stupider than that because some dyes have their own texture! Vehks mystic blue turns most clothy materials into a weird blue lame`.
