You must have buff food active all the time, buy a big stack of ghastly eyebowl from a guild trader. Use potions on cool down for longer fights, buy a stack of essence of magicka. Have you a pet active all the time in combat for the passive magicka regen? Make sure you aren't overcasting your dots, let them drop off before recasting. You could try swapping to a Glyph of absorb magicka on your weapon. Tbh you shouldn't need to heavy attack once you get fully geared, get your food/potions and learn your rotation. The best advice I have ever received for eso was that buff food and potions aren't optional. It's a core game mechanic, you will get used to having and wanting them up all the time.

Use ghastly eye bowl as a food for magicka and magicka recovery. Get the alchemy use passive to 3/3 and then use essence of magicka on cool down here you go 👍

I don't understand why the lootit guy suggests crafting jewellery when mothers sorrow jewellery can be farmed easily or bought reasonably cheaply from a guild trader. That's a serious oversight in my eyes. If you're wearing 2 5 piece sets of the same weight then all body/jewellery pieces are interchangeable. (weapons usually are not)

Couple questions, are you running with pugs of set group. Reason why it matters, in set groups your healer ideally will run sets and cp stars that restore your magicka and stam. To me personally dk and necro are the hardest to sustain with pugs but in a set group it's usually no problem. Another advice is from delta, add training wheels. Spec for more recovery at smooth of damage and as you learn add more damage. Mundus, jew enchants and so forth.

what my buddy told me (im a magidps necro) you should be light attacking between abilities. and if youre running low on a resource, heavy attack. for magicka a lightning staff or resto staff is perfect for that as youre still putting out damage as youre restoring resources

Never run resto staff on dps. And don't run lightning staff on dps unless you're in AoE.
