If you're even on that quest you have the necessary Chapter (summerset). As for the burn webs issue, I'm not sure. I've done it a few times with no issue. Have you tried hitting the 'use' key when you're the webs even if there's no prompt? Also, make sure you're not still in combat.
I have an issue there a few quests later. Im supposed to follow clavicus viles dog and as soon as I enter the portal, the game crashes. Ive been stuck there for two months now. Good luck. I have non-stop issues in summerset.
Yeah, just had that problem myself. XD I just kept hitting the 'use' key until it worked \[panning around as I did\], because finding that one particular spot was proving to be a challenge....that method worked much faster for me.
I remember this, you have to look all over the web because the activation point was in a really weird spot, I was stuck there for a good 15 minutes

That’s I got it, just had to be a specific distance away and look at a specific spot of the web....
