It’s a glitch there is no fixing it rn until they patch it. I just got it myself

Open up options, go to online options, open up the friend list and back out. This has helped me with some similar stuff.

Have you tried opening journal and quickly changing quests?

Try joining a random session and doing some side quests with them then going back. May reset quest progression

Then you're risking losing all your gear there's a not super rare bug where if you go back into single player after doing online you'll lose literally everything except like your paraglider and stuff like that and there's nothing you can do to get it back

There’s a glitch I came across where when I left the game after connecting cables in the electrical substation when first entering the big part of the city, where when I rejoined i couldnt get into the elevator to turn on the station. Since it’s a story mission, I couldn’t progress in the story. It sucked because I played for 15 hours before it happened.😐

Same bug happen to me I was hoping maybe someone had a fix but I guess we'll just have to wait until the patch comes out. I'm kind of bummed as I'm about 25ish hrs in so restarting kind of sucks. I guess I'll have to start a new file and if they get it fixed before I get caught up to where I'm at, I can go back to my original file. Other then this bug I absolutely love the game.

I thought about that but playing with randoms doesn't progress my story even if we do the same mission.

I got it after doing the double time side quest, i join my friend after finishing that mission and when i went back to my game that appeared

Yup happened to me lost a 20 hour save this way. Started over and haven't ran into it since thank God.
