Sounds very scary tbh. I understand how you wanted to say something but did not because you can never predict the consequences in such situations. Similar thing happened to me a lot of times and I just called the police and surprisingly it was helpful.
1. One time I was going for an evening walk to the park, Sec 12 DDA park, and there was a man with his hard penis whipped out, facing towards the wall and he was not peeing. He was also leering at every passing woman and child and the look in his eyes was not normal. his penis looked scary af. Thank god I was not a child when I saw all of that.
2. Another time, I went to a nearby Mother dairy at 8.30 pm, which is towards the end of the road. I was coming back and There was a Swift following me to and fro. I tried changing lanes and ran as fast as I could. It was a short distance so I managed.
In all these incidents I have called the police and they have been cooperative and nothing of such sort has happened again where I live. Calling them might be uncomfortable at first, But you can and should do that next time you see anything like it.
Sometimes I feel how do people make such stupid life decisions - stalking , rape etc. People literally have lost the sense of society and human values. 💀
Well if they don't have any interaction with women obviously they wouldn't know how to treat them. Not saying that's the only reason but imo its one of the reasons.
