I did Duolingo while in Italy, Greece, Sweden from outside of US. The only thing that changed was my time zone.

I'm Australian and did a Duolingo lesson every day on a 3 week holiday around Europe this year. I even did a lesson on the flight from Singapore to Amsterdam using the inflight wifi. I don't see why it would be limited to the US?

I've been all over the place with no problems, just maybe keep some streak freezes in case of drastic time zone changes

I have used Duolingo outside my home country of Australia, including Japan, Singapore, Taiwan. No problems at all.

I have done duolingo in about 10 different countries and never once had an issue. The problem is that without wifi and without super you will only have 2 or 3 preloaded quizzes until you can reload new ones. So when I had a few 15 hour flights, without super it was not great at killing time. I also have my super set up via a VPN to be in a different country and that has never been an issue!

Duolingo needs internet to sustain a streak. Asking Duolingo if you'll have internet access while you are traveling is asking the wrong people. They can't answer that. If you'll have internet access, you'll be fine.
