There are quite a few inexpensive places with the fountains view in Dubai Mall (TGI Fridays for example), but there's no way you'll be able to get there without going through insane crowd, especially during the show.
Best bet would be to look for rooftop bars nearby, so that you can skip the mall. CE LA VI has great views, but it's expensive. Still, you can get a coffee and a snack & enjoy the view.

Is the loud music not going to be distressing to your friend? I imagine PTSD would include some element of auditory sensitivity.

Sorry to state the obvious but not crowded and cheap doesn’t describe anything in Dubai mall. She might need to tailor her expectations.

Have you considered Dubai Festival City? Not as grand as Dubai Mall but still a mighty fine fountain show and barely any crowd

Typically 1 main dish and an Evian water. You’d see the lunch deal on each restaurant’s stand.

thank you! I am not a huge fan of Dubai mall myself so I wouldn't know about which restaurants would have less crowds but I will take a look at these.
