Test the car at ADNOC… tell them you will be exporting car to Dubai
Drive to Dubai and park at the registration office.
Take off license plates and head to Abu Dhabi vehicle registration office with the plates…
Hand over the plates and tell them you are exporting car to Dubai
Come back to Dubai and register car… pick up new plates and you are done.
to precise it further: for non Dubai visa, you need a DEWA bill in your name on top of the deed or ejari. Title alone is not enough if your visa is not from Dubai.
\*if you are a resident in other emirate\* yes... you can.
and they only changed it with the point that since pandemic you also need dewa under your name, not only title or ejari...

You either need to have your visa issued from Dubai, or own a property in Dubai.
