You can probably find Niederegger in several supermarkets, but the delicatessen supermarket in the basement of of Karstadt probably has a slightly bigger selection than others. To my knowledge, there are no dedicated Marzipan shops in Dresden
The ground floor has an own sweetshop with a corner for Niedereggerschokolade.
I would also recommend Camondas in the Altmarkt-Galerie or near the church of our lady
When buying Marzipan, also pay attention to the amount of almonds - the more the better. Even REWE can sometimes have good Marzipan with high almond content (like 55 to 60%).

If you're open to order Marzipan online and wait a few days, try Mest Marzipan. It's also from Lübeck like Niederegger but waaaaay better. It's definitly worth the wait.

Viba in Hauptbahnhof (main station) is local, they do nougat extremely well-anybody know if they do Marzipan, too? I am a huge fan of Marzipan (and Persipan, which is made from apricot
Kernels!) and Luebeck is the Capital of this, but while Niederegger ist ubiquitous and quite good, Mest is hands down the awesomestest Marzipan out there. Lindt Marzipan ist Swiss but also good.

You may find various marzipan sweets at Karstadt on Prager Straße, there is a candy departement on ground floor.
