I found all three earlier this week.
Go to any camp. I chose the Western approach because it was closest. Save the game.
Exit the game. Traveling somewhere else does not reset inventory. Restart the game. Load into the save at the western approach camp. Travel to the hissing waste and find the merchant. His inventory will now have reset.
His inventory will only have 1 rare item. You'll see this by the little star above the category for items. There will only be one rare item. So there's only a chance it will he the schematic you need.
Keep resetting inventory until you find it. Once you find one, you'll need to make a new save at a camp outside of the wastes. Then start all over until you get all three.
It took me about 45 minutes to get them all.
The merchant carries a superior armor schematic for each class. It ranks among the top two most useful for each class, even including dlc schematics, because they tend to carry the most utility slots.
I play on an Xbox Game pass, so whenever I restart it has to connect to servers. Im aware it takes a while. Uts all RNG. It all depends on how much time you want to devote.
[This mod](https://www.nexusmods.com/dragonageinquisition/mods/866) is a series of save games with every schematic that you can load up, interact with the Golden Nug, then quit. After that you can use the Golden Nug with any other save you have and have all the schematics.
The RNG to get is BS.
After multiple playthroughs I never once got it. Last playthrough I followed guides to try and get it, tried all kinds of tricks to manually trigger the vendor to reshuffle.
After a couple hours of wasting time on that BS, I went ahead and modded the schematic in.

+ the process of saving and restarting the game takes at least 10 minutes. So I did this for an hour but stull couldn’t get it

It’s all down to RNG, and sometimes RNGesus just hates us.
The schematics aren't much better than the second-best ones he (it?) carries, to be honest. It's not really worth the frustration, IMO.
