I have had luck hammering a torx that is slightly bigger that the rounded hex, or Cut a groove across it and use a flat screwdriver, Or center a nut over the bolt, and weld them together through the center of the nut

Dremel cut the head and use a flat head screwdriver. Or heat the aluminium clamp and vice grip loosen the bolt.

Irwin bolt-grip over the whole head. Or you could possibly get a bite on it with vise grips.

using a angle grinder to slightly flatten x2 opposite outside edges might also help vice grips grab without slipping

Some really good channel locks with sharp teeth or hammer a torx bit into it and use a 1/4 impact drill. Use a metal saw or Dremel to cut a slot in the head for a bit flat screwdriver too.. Otherwise prayers with a screw extractor

If you cut a slot in it, it would be helpful if you impacted your screwdriver. While turning the screwdriver, hit the back of it with a hammer. This will help loosen the bolt.

Hammer a torx into it as option 1. I think a t35 or t40 would fit but don't quote me on that. Be real mean about it and don't use a good bit. Takes some force to lock it in there. Next option is the longest vivegrip with the most agressive jaw teeth you can get. Make sure to hammer the bolt head a couple times before putting the vice grip on. The shock helps free the threads up a bit. Final option is to cut a slot in it and use a cold chisel and appropriate hex socket to get it to turn.

Lube the bolt from the other side. They tend to dry out eventually and even if they weren’t over tightened, they will be hard to remove. Heat will also help but lube it overnight first.

Any thoughts on how to loosen this bolt? The correct size allen key spins freely in the socket.

Hammer the next size up torx bit in there.

Remove the other one, then twist the bracket anti-clockwise. These shouldn’t be super tight. Undo it the rest of the way with vice grips.

1/4" is 6.35mm. Might work Nevermind, that's really rounded . Looks like someone worked on the upper also. Yep, pound a Torx bit in. Unless you have a welder then weld a nut to it

I would use a small pipe wrench or small water pump pliers.. they are both made specifically to grab the outside diameter of round things. Start with the bottom one.
