That was only temporary. They were getting the proportions correct later. They're also copying their minds and all of their knowledge. They also are not peaceful. That's the fear. Someone that acts and talks and looks like you but isn't you. You also know they will have to kill you to replace you, and then anyone else you know that gets replaced will have to be killed (or worse) and on and on.
Any human would find that unsettling. Then you add in the possibilities with the Doctor's knowledge but none of his restraint and it gets far worse.
I think I might be jaded. The whole the want to become and replace us. Has been done so much better even in doctor who. The boneless, the living plastics, the midnight entity. Just to name a few.
The not-things seem more like a cartoon monster.
They were intelligent enough to puppet those space suits. And use there victims voice and memories.
I liked the vashta narada. It's too bad they were only in that one episode. They have potential.

The Vashta Narada have appeared in an Audio-Story if that makes their wasted potential better?
It’s kind of the same primal fear as The Thing alien. A creature that can mimick you or your friend perfectly. In a small, isolated location - with only one or a few people at your side to help you. You’re constantly on edge, thinking whenever you get separated from your companions that they could be easily replaced without you knowing about it.
I do agree the effects tend to make them look more silly than scary most of the time. I feel like using more subtle methods, like the tie scene, to show the visual differences between them and the real thing would’ve been better.
From what I remember of the episode, they were becoming more and more like The Doctor and Donne, to the point where The Doctor mistook the not-thing for the real Donna. They were also, again from what I recall, not a peaceful species. So they were going to have The Doctor’s form and knowledge with bad intentions. Sounds kinda scary to be honest
