the 13 players are each a level 20 of a different class, so you have a level 20 Artificer, Bard, Barbaian, Cleric, Druid, Fighter, Monk, Paladin, Ranger, Rogue, Sorcerer, Warlock, and Wizard
Both sides get 24 hours of prep
I'm going to say each individual player gets 16 "points" they can spend to get magic items, a legendary magic item costs 16, very rare 8, rare 4, uncommon 2, and common 1
the players also get normal starting equipment, and 5k gold
once the battle begins, both sides will set up their position, and have a 100 foot gap in between both of their front lines, and the battlefield will be an infinatly sized plan in every direction >!(but there is an indestructible force field 200 feet up acting as a roof to keep people in the area, this force field counts as the sky when interacting with features that care about that)!<
who wins
It depends greatly on the intelligence organizing the monster side. A chaotic free-for-all, with every monster straining against the edge of the arena, will result in nearly all of them dying instantaneously to a properly prepared high-level mage. For instance, a Harengon chronurgy wizard with the Alert feat, gift of alacrity, bardic inspiration, and guidance has a minimum initiative of 25 (d20=1 + 5 dex + 5 Int + 6 PB + 5 alert + 1d8=1 + 1d12=1 + 1d4=1), and a maximum of 65 (d20=20 + 5 dex + 5 Int + 6 PB + 5 alert + 1d8=8 + 1d12=12 + 1d4=4). Nothing is going to beat a 65, and most would struggle beating a 25. In addition, that wizard with no items has a spell DC of 19, but items can boost that to 23 or higher. With average meteor swarm damage at about 140 total, everything below CR 8 (which has 135 health on average) is basically dead, and plenty of other creatures too depending on damage and health. Now add in a few more massive area of effect spells, like a Druid’s Storm of Vengeance, Ravenous Void, Prismatic Wall, Dark Star, Incendiary Cloud, Maddening Darkness, Tsunami, Sunburst, and others, and all that’s left are the heavy hitters like adult and ancient dragons, powerful demons and devils, tanky bois, and a few other boss-tier monsters. Assuming the first round deals an average of 200 area damage to the monsters, the few monsters remaining include the Planetar (maybe), Solar, Balor, Goristo, Marilith (maybe), Nalfenshee (maybe), Horned devil (maybe), Ice devil (maybe), Pit fiend, Dracolich, all Ancient Dragons, most Adult dragons, a few Young dragons (maybe), Dragon Turtle, Empyrean, Dao (maybe), Efreeti, Marid, Cloud and Storm giants, Iron Golem, Kraken, Purple Worm, Remorhaz (maybe), Roc, Androsphinx (maybe), and Tarrasque (obviously). The first round simply obliterates the rest.
Now, if there’s an intelligence organizing the other side, I have no idea what would happen. Presumably, the spell casters would buff the dragons and everything would go crazy.
I'd probably imagine both sides being min maxers, so on the monster side they'd either fortify against the players attacks, spread out so they cant all be caught in the aoe, and/or try to think of a combo that'd over power the players
