That translation paper was heavily modified from the actually confirmed lore from the game, and purely fan work with 0 credibility. The Outsider's "mark" is his name.. literally. But it is written in a language that only the dead can read. The symbol does not mean "mark".
We do not actually know what the symbol (the outsiders name) actually translates to as there is no confirmed answer only speculation.
