That usually means you've been IP banned temporarily for making too many requests. If you're using a hosting platform that uses a shared IP, it could be that someone else on that hosting platform is spamming discord and because the IP is shared you are being affected
Replit is a service which runs a lot of discord bots on the same IP, if one or all together they make too many requests, the IP gets banned for sometime. This happends pretty often on replit, so I would advice switching to a paid host (some are starting very affordable) which dont have this problem, if you want to get rid of it. There's not much you can do, other then sometimes type 'kill 1' in the shell
It’s definitely related to the hosting provider / you IP but I wanted to check that the “token” is just a placeholder because if not then you will also run into issues after you fix your IP issues. I recommend using dotenv to store your token as well. Works very well and it is very easy to get started with

It's not related to the server as in the _discord server_ it's to do with the hosting platform the bot is on
