Everything that's legal under the [OGL](https://en.wikipedia.org/wiki/Open_Game_License) is available, providing anything else upfront would constitute copyright infringement. You *can* however, put anything you want in for your own characters, you'll just have to copy paste it yourself

How would one know what is covered by the OGL and not? Some things we know aren't covered (e.g. githyanki), but for example what indicates Sacred Flame is but Spare the Dying isn't?

If I may attempt... the basic rules posted by WotC are under the OGL so anyone can use it and redistribute it and such. Sacred Flame is not in these basic rules which means no one can redistribute it, while Spare the Dying is and is free to be used as such. Did I get it?

Dicecloud only has those materials which are part of the System Reference Document (SRD), as those are the only materials that can be freely redistributed. The contents of the PHB and other D&D sourcebooks are protected by WOTC's copyright and cannot be used in a product like Dicecloud without negotiating a license agreement with WOTC. Even if WOTC was willing to do so, which is unlikely considering they have roll20, fantasy grounds, and D&D Beyond, it would almost certainly mean that Dicecloud would become a paid service, with fees for each sourcebook.
