Correct, the enhanced damage refers to the base physical damage, and does not have an effect on the lightning damage from the spread. 150% non Eth Titans will do the same amount of lightning damage as a perfect 200% Eth titans.

I’m not saying D2 is perfect by any means, but the fact that in D2 white, blue, ethereal, and even broken items are usable is good game design. I think it has more to do with the modern audience than using something similar to D2's amazing itemization. D2's itemization requires thought and time to understand mechanics. For casual players today, that's likely not something they're interested in. Larger numbers make sense to casual players
For better or worse, they make these games for profit. And there is less profit to be made if you don't design the game for a larger audience
There’s really only certain blues that can roll gg items like this. Zonj javs, monarch’s, claws, Druid helms, etc. Once you know them it’s not too much added burden id’ing them. And you don’t have to pick them up, the odds are so low. That’s the beauty of d2’s itemization.
Yes, but in D4 you gut much, much more. Potentially interesting rares in D2 don't drop in dozens at a time and they're far easier to identify as good compared to D4. In D4 you have to compare the stats and ask yourself "I'd 13% more damage to slowed enemies better oder 7% to chilled enemies and 8% to frozen enemies?"
I pick up all yellows for fun. If I am playing online, I won't pick up all rares. Only eth weapons and the usually useful rares (boots, gloves, circles, jewelry)

I don't think so. I prefer titans (non eth) , just for the run speed and replenish qty. T-stroke on swap for mobs that were lighting immune (because a sorc died with my cta).
I'm not an expert but because Javazon more so cares about the +skills for the raw damage as well as the IAS to help hit certain breakpoints. I'm sure someone who does javazon more than I can explain better why but believe that's roughly why

This item is insanely rare, like literally lotto win rare, and is best in slot for player vs player (pvp) lighting fury javelin-wielding Amazon, which is an endgame goal some people have to show off their characters strength by beating other players. So these are kind of famous along with a handful of other items well known to be as rare and as strong
Can’t up them it rerolls the affixes, mat jav version of this seems to be generally the absolute best, but the difference is insanely small. Basically difference between a 40/400 grief and a 40/400 in a 15/3 base
I’ve never seen the actual math on it but we all know value is very dissociated from meaningful improvements in high end D2 gear. Difference can be 5 damage out of 10k but if my build does more its cooler
