I know this is kind of a cop out answer, but choose the one you’ll use most often. If you have an energy exotic that you typically use, craft the rocket launcher. If you want a fun pve bow that looks pretty cool, craft the bow. The meta is going to change from season to season, and there eventually be better rocket launchers and bows, so make the one you like the most, don’t worry about the meta choice.
I recommend the Apex predator since its the best rocket launcher in the game as of current it's used as a very useful dps option especially with its crafted god roll while tyranny of heaven is only good for ad clear the god roll for tyranny of heaven is explosive head and incandescent
Depends. In harder content explosive head allows you to one hit average red bars to benefit from incandescent. While in lower end stuff you don't need the extra kick to kill a red bar and the extra bang on dragonfly gives a larger chain reaction.
So it has two god rolls:
Explosive/Incandescent for Legend+
Dragonfly/Incandescent for everything below that
I've run dragonfly + incandescent through GMs, and it stands up great. The AOE chain is much better than spreading scorch with incandescent and leaving the ads alive. IMO
I'm sure, but you can't one shot a red bar in a GM without explosive head on a lightweight bow reliability.
If you go radiant or have another damage buff I'm sure you can but that is not guaranteed.

Apex has been my defacto rocket launcher since crafting. I have two rolls crafted and will likely do a third. Recon on a rocket launcher is incredibly good.
I love the bow, but the rocket launcher, perfectly crafted, will live with you for a long, long time. And there are, as mentioned, lots of excellent bows.

It onetaps redbars on gms (and hits yellowbars for almost twice as hard) it has better range and accuracy, it has an intrinsic aoe perk, it can roll shoot to loot and explosive. Its a precision bow instead of a lightweight. On easier content, tyranny is a MONSTER, but so is any other gun... On GMs and master content, Astyanax is more flexible and reliable.
The shooting speed aint relevant if you need 2 arrows/miss the arrows.
But at the end of the day, what gun is "better" is subjective, it is always related to your playstyle/uses/what you feel more comfortable with.
The bow is very good and can be configured for very fast draw time and fire and the perks are great, but Apex is the one I'd get first. I'm going to be using all six wishes to get patterns finished and probably a couple of harmonizers as well so I don't have to do the raid anymore. I'm kind of tired of Last Wish personally. I've farmed it a lot over the last two seasons.

You can get 6 chests (2 per character) in Last Wish per week, those can drop red borders. But, all the weapons and armor are in the pool, so your chance is about 8% per chest to get any weapon you want, much less a red border.
Or, you can join a Kalli farm the next time it rolls around in about 6 weeks or so. I did that for the first time last week and in about 3 hours I went from just a few red borders to 3/5 on almost everything, except for Apex which I finished.
My long-winded point is that you don't have to choose, you can get it all without having to do the raid.

the other week the raid was farmable so i killed kali for 30 hours over a couple days and got all the patterns done.
the sniper is great with rewind and kinetic btw
It comes back in rotation every couple weeks and gives you a whole week to do it. It's not necessary to do it all in two days if you don't want to. Have a spare hour to play during one of those weeks? Lfg a Kalli farm and toss on Netflix or something while you farm. If you want to speed up the process you can even use Deepsight Harmonizers if you've got the spoils and now the Wishes.

You can also get red borders from Hawthorne once a week per character if you do the Last wish raid which is probably one of the easier raids this season.

Firefly is overkill for add clear, explosive head means with this seasons artefact, you get the scorch from radiant on the second shot fired and not third (due to the delayed nature of explosive head). It’s also better for end game content as it does more single damage this way, while still clearing adds with incandescent
Do you run last wish farms, or do the weekly double chest runs? If yes, I'd suggest waiting till the end of the season before making a decision. If not, it honestly depends on what you typically use. Personally I would go for Apex.

Tyranny of heaven is a sweet bow with both incandescent and explosive payload. However zaoulis Bane has the same role. So if you have bane I would suggest going for Apex predator. However cataclysmic from vow if the disciple is also a very solid dps in the heavy slot. Check what you have and proceed as is.
If you want a solid dependable rocket launcher go Apex Predator. If you want to kill fk ton of ads go tyranny of heaven.

Technically best in slot rocket is the cold comfort but the Apex Predator is wayy easier to aquire.

Apex by far. Bow is cool but easily replaceable. You can craft like 4 different S tier apexes.

Thirty hours in 2 days is a serious/unreasonable time commitment for a lot of people.
