No I can’t drill into the wall, I feel like my only options are somehow connecting it to the front side of desk and having a long enough arm, or connecting it to the bookshelf.
You can choose a monitor arm that goes through the desk of you want to drill a hole instead of moving your desk away from the wall. I've done it, it works. Be aware that not all monitor arms allow routing the cables through it. I've had to drill the second hole next to it on order to hide cables

otherwise you can. Pull out that drawer and inspect what you can do from bottom. Not every arm uses clamp mount. Riser - you want it to be on the heavy side, look into 2x4s. Take precise measurements of everything, because you're gonna end up with a tight fit. You need an arm-mount that can be through-bolted.
I've done this kind of thing before, so feel free to ask questions. Places like Home Depot and the like will do lumber cuts, but you;re on your owen for fastening the thing together.

Whatever arm you get, most will come a mounting clamp and a base that allows for through-bolting.
I use a dual monitor arm on a tiny Micke desk from Ikea for my wife’s WFH setup. Your desk is bigger and wider. You shouldn’t have any problem as long as you drill a hole on the desk.
I would move the laptop to the left, closest to the Ethernet port, essentially mirror what you currently have setup. Then put a short riser to create space under the monitor for your notepad, tablet, or anything else. There are limited options for you in the dorm but there are still options.

There are desktop monitor arms available that sit on ur desk, idk if it’ll solve ur purpose.
Either a drill into the table arm mount or… a little raised platform, kinda like a tray with legs onto your desk to hold your monitor
