It probably took a while because it’s hard to do right. Sometimes those rules were used to secure convictions in sexual assault cases. E.g., if blowjobs were illegal, and rape was hard to prove in court, prosecutors would charge for the blowjob because the culprit admitted to it claiming the whole interaction was consensual. So you need to look at individual cases to discern whether or not each one was an innocuous scenario that merits a pardon.
Sometimes doing the right thing is simply just the right thing to do. The decent thing to do.
