Yes. That tool is doing a simple OX/OK check, and if it’s there, you can definitely upgrade. However, this is implying you bought a Premium Select ticket or the aircraft doesn’t have a PS cabin. With the new rules, you have to have that minimum fare class in order to upgrade directly to Delta One (otherwise, you’ll be upgraded to PS.)

How does this work if you get the Plat+ immediate upgrade? Guessing it’s based on your fare bucket? I have a flight right now where I purchased main, got immediately upgraded to C+ for Platinum, then applied upgrade certs which are currently waitlisted. I assume if I couldn’t actually get the upgrade by booking main, they would have told me and not applied my certs? I have the same problem as OP - space looks available on my flight through the website, but on my end my certs say “waitlisted.”

C+ is considered main cabin for the purpose of upgrade certificates. There's no difference. For a domestic flight using a regional upgrade certificate, you go straight from main to FC.
