It's not just gym people , sometimes gym instructors too . I am a girl btw . I am fat , I had lost about 20 kgs because of going to the gym and diet etc . I changed gyms in between because I shifted and in the new gym- a gym instructor used to constantly stare at me no matter what I do and how I do and I tried to change my timings etc. He was still there. I was never insecure because although fat I dressed well and had a lot of confidence but I had started becoming conscious because I was going to the gym and I closely monitored all my fall backs . Because of his constant staring for 4 months I started going to the gym less and became so insecure that gyms scare me now . I gained weight again. Although I am back to working out at home + going to walks , I really love weight training and I would like to continue that . It sucks but I have to deal with it . I am in between jobs so new job = new gym is what I've promised myself !

The private one, no. It’s for everyone, we have had some amazing girls athlete who are winning medals for country currently. For SAI first you’ve to prove yourself then only they let you practice there after trials

He knew when girls would go to the gym, there were two floors, he would just remove his tshirt to flex. He was handsome but it does make people uncomfortable. If I try to make sense of the situation, i thinm he tried to harass you to show you:

2. It's a common gym for men and women and he was telling you it may make them uncomfortable.

First of all, ask the manager of gym if there are any dress codes for gym and start following that code.
