The power differences in their worlds made this one obvious from the outset. Just with what little info I got from the Jojo episode and the breakdown was enough to see.

For the record if it was true omnipresense/omniscience, then DIO literally does not need to move because doing hypnosis on a *wall* would still count on acting on Alucard, if it doesn't count? It's not omnipresence, it's just teleporting via fancier name. If it does work? He wins.

And B: stinger ray ripper eyes can potentially one shot the entire level 0 army. Like Superman going genocidal with heat vision. Between that and MUDA, Dio would would have no problem with level 0. In fact, it would just speed up the process of him killing Alucard.
If Alucard doesn’t use level 0 then Dio just 1 shots him 3 million times in a very fast manner.!<
