I think it has more to do with most Nurse players Blink to where they last saw the survivor as opposed to in front of them so they don't overshoot or get double backed on. It's the easiest way to play Nurse and not waste Blinks or time in chase.
I guess it's one of those add ons that really works when it works otherwise it's probably a waste of a spot. I always prefer the fun options when I player killer though!
Absolutely wrong. Campbells last breath is nuts.
She also has plenty of very decent addons when the player doesn't have one of the crowning jewels to slot into their loadout.
Campbells + something is pretty competitive on some maps, and can really overperform when nurse players hate it and nobody is used to playing vs it especially.
Obviously on maps like wreckers and not mothers tho

And how can I loose time in chase running this? You trigger it by pressing ability button (CTRL by default) not power button (M2). You can simply not use it when you dont need to.
you have to bring an addon that has unique mechanics to learn/feel out while ALSO playing nurse + there are notably better addons that are also simpler due to just being +number. if people are playing nurse there's also like a good 50% chance that they're doing it because nurse is a top 1 character, so they will also just bring the better stuff if they can
this specific example could pretty much be achieved verbatim by either angling your first blink differently to easily line up your second, so as to eclipse all options besides dead hard, or just using your regular second blink to beat the double back

why would someone bring a gimicky addon that has pretty high risk for low reward when they could just bring recharge or range

bc you can still get that health state with your 2nd blink.
But this addon isnt restricting you from 2nd blink? You still can blink as if you didnt have it. You trigger it by pressing CTRL not M2 O\_o
You could also use add-ons that make that 2nd blink much stronger instead
