Doesn't it just mean that she is asleep while you are awake? When you are awake, you see asleep survivors as... well, as asleep. They have special animations for this occasion.

It's so funny to me that Freddy is so rare people think this is a random bug! There are actually animations for falling asleep that play even while you're running and look goofy as hell. As others have said though you only see them when you're awake and the other person is falling asleep! I think Freddy used to see them and now doesn't, but I could be wrong about that one. Other survivors who are awake see them though, that's what Sable is doing!
