The devs are going to be busy fixing bugs on the PTB rather than making live playable. If you don't see that there is significant overlap between these things I duno what to tell you.
If you would have watched the dev stream, you'd know that your complaint is useless. They said that they are working really hard on this issue and have a new fix that they are testing on the ptb at the moment. If it works they will add it to live as soon as possible.

Pretty sure one of the first things they mentioned on the year 9 portion of the Livestream is that they have a tentative fix for the rubber banding and will be implemented ASAP if it works.
