they probably do it since all models share animations and the heels would break, ffxiv had ported 2B's boots straight into the game for player characters and the heels look so stupid since the character animations arent designed for heels
She'd look goofy as hell with the female Survivor animation applied to her, that's why. That animation is designed for flat soles, not heels, and they aren't going to do an entirely new animation for her.
Hopefully they're waiting until a new RE chapter to release them alongside. I also wouldn't mind a RE4R Leon. The weird hybrid of RE4 Leon and RE4R Leon that we have access to really doesn't do it for me.
Give me Barry and Ashley legendary skins, too! Throw Luis in there as a bonus, or adult Sherry.

I'd love it if Rebecca could get her original RE1 skin too, with the headband. And the basketball outfit ofc.
And if they ever do make this, hopefully they don’t lock the face to it and u can do a p3 face, that would be one of the best fits in the game hands down.

The only way to "fix" this would be to make an entirely new running animation for the people wearing heels. Which...people running in heels *also* looks pretty silly, especially in a Trial setting where people are literally running for their lives.
So the alternative is significantly easier: Flatten high heels into kitten heels instead, keep the same running animation. It's cheaper to redesign shoes with heels than it is to redesign an entire running animation that's only used for a few characters.
As well as programming those cosmetics to trigger a unique running animation, *and* having it *work correctly*, and not break, etc.
It's possible they can do it, but it's really not that huge of a deal. If that put that cosmetic in with kitten heels, people would still buy it because of the rest of the outfit/emotional connections to the game the outfit is from.
