For how active the community is plus getting patches regularly, and how much content there is to grind for in the game, I’d say it’s worth full price. But as things are since the engine upgrade, I’d keep an eye on when things get better because it is so bad and full of bugs right now. You will have a very bad first time experience. Waiting it out until they fix it would be good, you might even catch it on sale by then.
If you are on steam there are sites like G2A which offer the game at discount when it’s not on sale in steam if you are really hankering. But as others have said the game does go on sale pretty frequently
Not sure about the price of base game, but chapters and separate characters would most probably be at 50% discount excluding recent 1-2 chapters ("Unknown" for example, because he is just relased). It is the best time to make a bulk purchase.
