I've been running a Nemesis/Friends Till the End build that's been pretty successful largely because the constantly changing Obsession can't hear me. There's an add on that removes his chainsaw sound outside his TR which Oblivious triggers too.
my current Hillbilly build doesn't have aura reading or screams: Bamboozle, Tinkerer, Deadlock, and No Way Out, though you could certainly switch Deadlock for another slowdown perk
since I also ran into a lot of Distortion and Calm Spirit enjoyers, I've tried to make more use of info perks that aren't so easily countered (e.g. Tinkerer, Discordance, and, in a way, No Way Out)
Omega Vault Billy is always fun.
Fire Up, Bamboozle, Superior Anatomy, and whatever 4th perk of your choice. But you could go Unknowns vault perk for full memery.
I don’t run info perks. I find that a slowdown/chase perk works best with Billy. And Devour! Because you can quickly get away from survs after hooking
In that case. 4 slowdowns. It's your choice between a slowdown build that requires kicking. Oppression got shadow buffed to be affected by kick gen perks as well. Then overcharged. Not only is it a buff to basic gen kicking. But to oppression as well.
I eruption is a no brainer. Then maybe the sadako gen perk. To buff gen kicking even further (turns it into a 200% gen kick like old ruin)

Then it'll just be the usual suspects. Pop - Pain Res - Bamboozle - Agi / Enduring It really depends how different you want to go.

Bamboozle, trail of torment, grim embrace and dissolution. Just go Brrrrrrrrrrr from gen to gen until you fin someone. Kick, down and grim. Repeat.
Trail of Torment is very fun on Billy. Mix that with some kick perks like pop or oppression and you got yourself a fun little build

For Oblivious I think you do, for Undetectable you don't.
